Dear Sir,

I have been advided by Mr. H. E. Watts, H.M. Inspector of Explosives, Home Office, to communicate with you on the following matter.

I am considering the possibility of establishing in the Crown Colony of Hong Kong or in the lease territory adjoining Hong Kong a factory for the production and filling of ammunition, Class VI, Division III. This factory, when established for this purpose may undertake the manufacture and filling of other types of explosives.

I shall be very much obliged if you will Idvise me as to the correct method of procedure to be adopted with the object of obtaining the

ecessary permits etc.
